Depending on JOB, an estimate for the largest or smallest singular value is computed. Note that [s c]' and sestpr**2 is an eigenpair of the system diag(sest*sest, 0) + [alpha gamma] * [ alpha ] [ gamma ] where alpha = x'*w.
